Some measures to reduce the burden of production and operation of small, medium and micro enterprises in Liaoning Province

In order to further reduce the burden of production and operation of micro, small and medium-sized enterprises in our province and solve the temporary liquidity difficulties of micro, small and medium-sized enterprises, the following measures are formulated。

First, reduce the pre-payment of electricity charges by enterprises and the burden of electricity

1.For power users who have a balance of electricity charges, the pre-deposited electricity charge points will be rewarded, and the pre-deposited electricity charge points will be automatically transferred to the electricity bill or offset the arrears on the 6th day of each month。The integration coefficient of electricity charge is not lower than the benchmark interest rate of RMB demand deposit。

2.To promote financial products such as "e-loan", small and micro enterprises that meet the access conditions can apply for credit loans of up to 3 million yuan from Industrial and Commercial Bank of China and China Construction Bank。

3.Micro, small and medium-sized enterprises to implement the "reduction and increase, purchase with use" fee policy。For small, medium and micro enterprises that encounter temporary difficulties in production and operation and have good power credit, after applying to the power company, they can agree to choose the non-prepayment method to pay the electricity bill in full this month on time。

4.For low-voltage small and micro enterprises in urban and rural areas of 160 kVA and below, the "three-zero" service of zero door-to-door, zero approval and zero investment will be implemented。For small and micro enterprises in Shenyang and Dalian areas, the "three-zero" service has been expanded to 200 kVA and below, further reducing the cost of electricity for enterprises。

5.Increase investment in smart meters, expand the coverage of smart payment, and provide more convenient services for enterprises to use electricity。We will give priority to intelligent payment into the park, and gradually achieve full coverage of intelligent payment by enterprises in the park。

Second, standardize the transfer of electricity charges

6.The sum of electricity charges collected by the power transfer entity from all end users each month shall be limited to the total electricity charges paid by the entity to the power grid enterprise。The electricity expenses of the public parts of the property, common facilities, supporting facilities, etc. shall be solved by the main body of the power supply through the property fees, rents, and public income, and the electricity cost of the loss shall be equitably shared to the end users。The cost incurred by the main body of power supply for the end user shall be settled by both parties according to law。The main body of the transfer of power supply shall publicize the change of electricity price, electricity fee composition and electricity fee allocation scheme to the end user in a timely manner。

7.Promote the "net state network APP" transfer electricity rate code, end users can online compare the monthly electricity price and the average price of the month of the main user of the transfer power supply, if there is a risk of price increase, the system will be pushed to the market supervision department in a timely manner。

8.Strengthen the supervision and administration of charges for the transfer of power supply links, and collect electricity charges for illegal price increases, and be dealt with by the market supervision department according to law。

Third, delay the reduction of pre-paid gas fees

9.For the users who have a balance of gas fees, the pre-deposited gas fee points will be rewarded, and the pre-deposited gas fee points will be automatically carried forward to the gas fees or offset the unpaid fees on the 6th day of each month。The integral coefficient of gas fee is not lower than the benchmark interest rate of RMB demand deposit。

10.For small and medium-sized enterprise gas users who cannot pay the gas fee on time, they can delay the payment after applying to the gas company for a maximum of 15 days。

11.Small and medium-sized enterprises with no arrears for 6 consecutive months can apply for a reduction of 50% of the gas pre-payment amount, and those with no arrears for 12 consecutive months can apply for cancellation of the gas pre-payment fee (excluding users who use IC card gas meters and have 3-in-1 functional iot meters)。

12.Cancel the connection fee, opening fee and other construction and acceptance access fees related to the connection between the municipal pipe network and the red line of the building division, and the opening fee, opening fee and other fees that are unrelated to the installation of gas projects in the red line of the building division or have been included in the installation cost of the project。

Fourth, ensure that large enterprises pay small and medium-sized enterprises in a timely manner

13.Establish a convenient and smooth complaint channel for small and medium-sized enterprises' payment, and transfer the complaint leads after review within 7 working days from the date of formal acceptance。The non-divergent and divergent debts shall be resolved through negotiation or by legal means to achieve dynamic zeroing。According to the law and regulations, the information of enterprise dishonesty will be included in the national credit information sharing platform to the public。

14.Strengthen the credit information sharing of information systems such as the National credit Information Sharing Platform (Liaoning), the enterprise credit information publicity system, and the provincial comprehensive financial service platform, realize the credit information sharing of enterprise accounts payable, and guide large enterprises to pay small and medium-sized enterprises in a timely manner through credit evaluation and other means。We will promote financing and credit enhancement for smes。

15.Large enterprises shall include the number and amount of overdue contracts that have not yet paid small and medium-sized enterprises into their annual reports and publicize them to the public through the enterprise credit information publicity system。Those who do not publicize the information or conceal the true situation and practice fraud shall be dealt with by the market supervision department according to law。

16.State-owned enterprises should include overdue payments in the scope of internal assessment, internal financial supervision and inspection, internal audit and other work。For arrears and violations with large amounts, strong reactions and bad effects, the state-owned assets department shall investigate and verify and pursue responsibility and accountability。

Fifth, speed up the return of enterprise deposits and other funds

17.In the process of government procurement and bidding for construction projects, credit guarantee means will be introduced, and convenient electronic guarantee issuance channels will be established by promoting financial service platforms composed of banks, insurance, guarantee and other financial institutions to support enterprises to submit deposits in the form of electronic guarantee letters。

18.In a project subject to tender according to law, it is encouraged to submit a bid security not exceeding 1% of the estimated price of the project subject to tender and a performance security not exceeding 5% of the contract amount awarded。The bid bond and the interest on deposit in the same period shall be refunded within 5 days after signing the written contract。The performance bond and the interest on the bank deposit for the same period shall be returned after the successful bidder performs the contract obligations, or converted into the project quality bond。Failure to return in accordance with regulations shall be dealt with by the competent administrative supervision department in accordance with law。

19.The developer is encouraged to set aside a construction project quality deposit not higher than 2% of the total settlement amount of the project price。Upon completion and acceptance of the project, the Owner shall, within 14 days after receiving the contractor's application for return of the deposit, verify with the Contractor in accordance with the contract, and return the deposit to the contractor if there is no objection。

20.After the completion of the project, the wage deposit of migrant workers shall be applied by the general contractor of the construction unit and reviewed by the administrative department of human resources and social security in the territory, and the wage deposit or the original of the bank guarantee shall be returned within 3 working days。

21.Bid security will no longer be charged for government procurement projects and packages aimed specifically at smes。

22.Establish a one-stop litigation return mechanism, and set up a special window to intensively settle the successful litigation return fee at one time。Except for special reasons such as financial reconciliation and final settlement period, the people's court shall refund the refund within 15 days of receiving the application。

Sixth, strengthen policy implementation

All regions should further improve the coordination mechanism for promoting the development of micro, small and medium-sized enterprises, strengthen horizontal coordination and vertical linkage, pool work forces, and work together to solve difficulties and problems in the implementation of policies。Each responsible unit should improve the work system, promote the implementation of various measures in checklist, project and engineering, summarize experience and practice in a timely manner, and jointly promote the development of small, medium-sized and micro enterprises。

All regions and departments should attach great importance to the work of micro, small and medium-sized enterprises, strengthen their responsibility, give full play to their functions, strengthen investigations and studies on the difficulties and problems faced by micro, small and medium-sized enterprises, and introduce corresponding measures in light of actual conditions to effectively help enterprises cope with difficulties。Implementation should be evaluated on a regular basis。

The responsible unit is responsible for publicity, interpretation, training and guidance of various measures to ensure that enterprises should be fully aware of them。Each responsible unit should clarify the operation process and promote "free from application and enjoy".。Strengthen policy publicity, carry out the "point-to-point" precise push service of Hui enterprise policy, and realize the transformation from "enterprise looking for policy" to "policy looking for enterprise"。

These measures shall be implemented as of the date of issuance。Where the State has issued corresponding supporting policies, they shall be implemented in accordance with the State policies。
